When Washington officials send in the tropes, you know more than a
linguistic crisis is at hand... The immediate cause of rhetorical excess
was the revelation that on August 6 President Bush received a PDB
(Presidential Daily Briefing) by the CIA about a possible al Qaeda
hijacking threat. Old as well as new information about past warnings of
terrorist attacks quickly piled up: a July 5 report by the FBI Phoenix
field office warned of 'Middle Eastern men' training at U.S. flight
schools; after his flight training in Minnesota aroused suspicions,
Zacarias Moussaoui (the '20th hijacker') was arrested August 15 on a visa
violation, but the FBI counterterorist unit rejected a request to search a
computer that contains important planning details; and on August 24 the CIA
learned that Khalid al-Midhar and Nawaq Alhazmi (suspects in the USS Cole
bombing and among the hijackers who hit the Pentagon on 9-11) were in the
US, but the FBI failed to locate them.
