Homeland Security Strategies
President Bush and Secretary Ridge announced two more homeland security
strategies Friday. The strategies are part of a continuing effort to
protect the nation from future terrorist attacks and, equally important,
to educate the public about how to prepare for and react to even
unlikely emergency scenarios.
I. NATIONAL STATEGY TO SECURE CYBERSPACE
The way business is transacted, government operates, and national
defense is conducted have changed. These activities now rely on an
interdependent network of information technology infrastructures called
cyberspace. Securing cyberspace is an extraordinarily difficult
strategic challenge that requires a coordinated and focused effort from
our entire society -- the federal government, state and local
governments, the private sector, and the American people. Strategy
objectives include:
A cyberspace response system: a DHS-led program to coordinate and
strengthen government and industry
A cyberspace vulnerability and threat reduction program: efforts led by
DHS and critical infrastructure industries to identify and remediate
weaknesses in key networks
A cyberspace security awareness and education program: DHS-led
activities to promote better understanding of the risks of cyberspace
attacks and ways to prevent them; programs to train cyberspace security
professionals
Securing government's cyberspace: efforts to increase the security of
government systems and networks
An international cooperation initiative: efforts lead by the State
Department to coordinate international cooperative efforts in cyber
security, both bilaterally and multilaterally, and efforts by other
national security agencies.

II. NATIONAL STATEGY FOR THE PHYSICAL PROTECTION OF CRITICAL
INFRASTRUCTURES AND KEY ASSETS
This strategy identifies a clear set of national goals and objectives
and outlines the guiding principles to secure the infrastructures and
assets vital to our national security, governance, public health and
safety, economy, and national morale. Strategy objectives include:
Identify and assure the protection of infrastructures and assets
critical to national security
Provide timely warning and assure the protection of those
infrastructures and assets that face a specific, imminent threat
Assure the protection of other infrastructures and assets that may
become targets over time by fostering a collaborative environment in
which federal, state, and local governments and the private sector can
better protect the infrastructures and assets under their control
Establish a foundation for building and fostering partnerships through
which government, industry, and private citizens can carry out their
respective protection responsibilities more effectively and efficiently.
